An impeller spins in a housing that causes suction that pulls water in through a wire screen behind the prop, below the exhaust. It then sends the water the the powerhead to cool it. If you've motor has sat for a long time the impeller may not work and need to be replaced. If not then you may not be getting water because the water level is too low. Water finds its own level so if you fill your can so that the water level is about to where the water pump is it will pump at low rpms, just like it was on the back of the boat in the water. The water pump and impeller are where the four bolts under and one bolt above connect hold the lower unit and there is a bell in the motor.
