Water Pump on a Johnson Seahorse

So i have an old Johnson Seahorse CD-10 that i am having trouble getting to run, i'm not completely sure but i think i have water in my engine, the gas i have in there is not all gas, it seems very watered down. Now i can think of only two scenarios, and please correct me and inform of what it could really be.

Scenario 1: The compression tank i have for this motor is old, it has been sitting for awhile, i am not sure how long, could it be that this tank is getting water into it if left outside? I left it out over the weekend and it rained quite a bit, i thought it was under the overhang, but could water have gotten into the tank? While pumping this tank to get the compression built up, i noticed that liquid was coming out from where the seal is on top of the tank. I am guessing i need to replace at least that.

Scenario 2: Somehow the water pump on this motor has a seal that has gone bad or something and water is getting into the carburetor or engine and not allowing it to run? I took of the air line and blew into the carburetor and water was coming out of it, or a mixture of gas and water i dont know, anyways i wonder if water has been going into the tank as i have attempted to pull start this motor. Could that happen?
