water pump question

'84 Merc 150 sn6552156. Does the rubber ring on the top of the pump (the one that the drive shaft goes through) fit into the housing or sit on top of the housing? thanks.

The fat rubber slinger sits on top of the pump housing. There are no seals between the impeller and the housing.
