water pump seal question, on top or inside housing top seal????

I got to change my impeller on my 150 since there's no water out the pee hole.
Checked everything and it seems that's something wrong with the water pump.
Now I got the new kit and I have a question.
How in the world is the top seal working if it seats over the housing on the shaft???
There's no seal that way!!! no here's the pics i took and there seems to be a space in the housing that fits the seal perfect and makes sense on sealing the housing on the shaft.
Which way has to be???
On top of the housing on the shaft or inside the housing like in the sec picture
looks like the sec picture makes sense to me.
When I took the drive apart it was on top. I just don't understand how it will seal that way!!!

That rubber piece is called a "slinger ring" and definitely doesn't go inside the pump! All it does is keep debris like sand/grit from falling into the top of the pump/impeller. In other words, it 'slings' away any debris falling upon it.

It does fit as shown in the 1st picture; once the upper pump housing is in place, slide the rubber ring down over the driveshaft, right down to the top of the pump. I usually coat the slinger with a bit of marine-grade boat bearing grease but that's just personal preference and not mandatory.
