water pump tell tale

i haave a 79 evinrude 9.9 short shaft. ther is no water coming out of the "tell tale" on the bottom casing. but water coming out of the two flutes on the shaft 4" down is this ok? or is the pump gone.

your ok, you just sucked up some sand and it is glogging it, just work it out with a paper clip
