Water pump trouble on 1974 Johnson 40 HP

Hey,

I bought a 1974 johnson 40 HP (40E-74S). Hooked the water up to it and fired it up. I noticed no water was coming from the tell tale thing so I shut it down. I removed the Gearcase to check the water pump. The seller said it hadn't been run in a while. Impeller didn't look horrible ( no broken fins, key intact...) but it was dirty in there.

I figured I would clean everything up and put a new inpeller in there. Am I missing something? I've never done an impeller before. Should there be a seal between the top of the impeller and the housing?

Problem # 2. On Johnson's website they give me part # 0386165 for the impeller. They don't have it right now. I can't find anyone that has an impeller for a 74 40 hp. Should I buy the whole kit?

but if the housing and plate are cleaned up nice then It's just an impeller right? On the scematic for the gearcase there are no other parts to the water pump kit. Theres 3 bolts a key a housing an impeller and a plate. There's no cup or gasket
