water pump troubles I think

My 1986 mercury 9.9hp will shoot water at very weak when idleing and none when at slow speed but if you give it some trottle it will start pushing water out better this happens when I am running the motor in a 55 gallon drum. Is this normal?

No! If in doubt, replace it.

Do you think I need to replace the water pump or just the inpellar

You're going to have to take the pump apart to replace the impeller anyways, so you'll be able to tell from the condition of the pump whether or not it needs replacing or just the impeller.
