Water pump troubleshooting

Would a faulty pump cause the engine casing to become hot to the touch and keep the engine from running at it's normal power/rpm's? No signs of problems like smoke or funny sounds, just complete lack of power.

Short answer: yes.

Longer answer: Maybe. How hot is the head on the engine? Can you hold your finger on it for 3 seconds without burning yourself? If yes, it's not really that hot. Is the overboard water indicator pumping (if present)? If the head burns you instantly, stop running the engine. You've got a cooling problem. Any more running like that and you'll ruin your compression, if it's not already ruined (loss of power, etc).
