Water pump

I hope I don't sound to dumb, but is an impeller and a water pump the same thing on an outboard engine?

Sort of. To be entirely correct, the whole assembly that holds the impeller (including the impeller) is called the water pump. But, most often when someone talks about a water pump they're referring to the impeller.
