Water Separator still needed if the motor comes with fuel/water separators?

I bought a used boat with a 2003 200HP Honda 4 stroke outboard. A couple days ago and i have been reading the honda manuals for this motor off the honda website.It appears the motor comes with 2 fuel filters inside the engine crowl. On the fuel filter are water separators as well?? Foudn that interesting.

Question is the boat came with a separate recor fuel/water filter outside the motor. Is this necessary? or just overkill?

Leave the larger separate Racor in place to catch most water and debris Before it even gets to the motor, redundancy is good here.
