water shutters need replaced

I have 1982 - 140 mercruiser which has the water shutters in the exhaust pipe just below the 90 degree riser. The old metal fasteners are bolted into the pipe. It looks like they will have to be drilled out to get them out(bolts are corroded away). New shutters that i have found on line do not come with this mounting bracket. I am unsure of how they are to be installed.
Any help on this would be appreiciated. Thx.

Head for your local Mercruiser dealer. They can get the parts.
In the picture below, item #2 is part number 45798 costs just under 7 bucks.
