Water under the floor of my Scout boat

I have a fiberglass 1995 Scout 153 Sport. Today I drilled some small holes in the floor for hold down straps for two six gallon portable gas tanks and water came out the holes.Because the water came out the floor I have to assume there is a good amount of water under there so the question is how do I get the water out?Any help will be much appreciated.

Raise the Bow as Far as you can so the water will run to the stern. Drill a 1/4" hole in the bottom of the hull to let the water drain. Maybe two holes one on either side of the keel. You can fill the holes with PC-11 (Ace Hardware)

The More IMPORTANT question is...How did it get there and what's needed to prevent it happening again!!!

Cool thanks. Yep I agree. The boat sat outside without a cover for at least 16 years before I got it. The water that came out smelled like it was very old. When I got it there were some about 1/4 in holes on the floor for things like a battery tray which I sealed when I got it.
