Watercooling Mercury 8HP 4 stroke

Hi, just bought a 2 year old Mercury 8HP 4 stroke. There is a constant flow of cooling water coming from the upper part of the shaft. But there is also water coming from the front of the shaft just above the waterline. Is this normal for this engine and if so, what is the purpose of this.
