Wet Foam. Is it Structure?

I have a 1988 Starcraft Chieftain 221 (like a Islander) Project boat, Installing a new transom, and engine overhaul. I will post some pics after I learn how to.
Some one point me in the right direction here please.

Now, what i'm seeing is the wet foam has appeared to froze between the floor and where the aluminum floor structure is. This is riveted to the hat channels, and the rivets have pulled through or sheared.

I e-mailed Starcraft and asked if this foam is structure, I don't think they will get back to me. Anyone know if this is required for structure in my Starcraft?

I'm planning on going back with pink board on top the hat channels as to leave a void for water to make it to the bilge area, then pouring foam on top the pink board in plastic so it will be removable.
Is this possible? Bad idea?

Starcraft was recently sold to Smoker Craft who recently filed for chapter 11 so I don't know if anyone is there to answer and e-mail.

The foam was probably structural to a point but not to where you couldn't remove it and be fine, I pulled mine several yaars ago and haven't had a problem.

I dont know if its structural or not, best clue is if it was poured in, it most likely was. Do you need it? I doubt it but it does add a bit of security especially if your on a big lake. It also quiets down the hull and adds a little vibration dampning.

Ayuh,... I've got an Islander...
Starcraft aluminum hulls are completely Self-Supporting....
The foam has Nothing to do with hull structure...
