Wet hull

Just picked up a boat from Southern Ohio, (where it has rained all summer) it was on a trailer I'm guessing in a driveway all season, the moisture meter on transom and stringers all read low, but picking up high reading from trailer axles to bow sides? Could it be wet foam?

See if there is condensation on the hull in the morning hours

UPDATE...since I purchased the boat I cleaned the bilge in my driveway apparently the water was running to front of boat, I figured when I drove to dock the water would exit through drain hole, when going to install drain plug noticed it was blocked with debris, put my pinky in and released about a 3 minute drain of water, I'm guessing that's why the moisture meter was pegging while sitting on trailer,
