What am I getting myself into?

My father in law is offering me a early 80's 25 hp evinrude.

I have tested this motor twice and noticed the two following:

1. The motor starts easily, but past half throttle or so, it never increases in RPM's. Its not stuttering, or sluggish, just as though it won't run higher rpms at all. Almost like WOT is actually half throttle at most.

2. AFter ONE trip with fresh lower unit lube, I drained it. I travelled less than 1 mile, and it sat for 3 hours during a duck hunt. It came out milky white (water I assume).

My question is: I am on limited income and need a 25 hp again. Is this worth repairing, or is it repairable.

Also, what would cause number 1? I have the luxury of working on it before I decide to buy or not.

1. sounds like dirty carbs
Carb cleaning is quite easy with a manual.
2. sounds like leaky lower unit seals, alot of times it is just the seals on the fill screws but not always.
Seals are a little harder but with the proper manual an average backyard mechanic can do it. IMO

I don't know exact costs of these seals.

if you got it for nothing,or next to it you got a deal ,that said,mechanics could get more than its worth to fix it,if your handy,by a manual for it and re seal the lower unit,as for the throttle,look to see that the throttle plate is opening all the way,if it is,you want to also make sure the magneto plate ,sometimes called timing plate too,is moving to the full position ,its under the flywheel and connected to throttle linkage,you shouls also check for compression and spark,I doubt that it would run clean oneone cylinder and start well,start there,but you might also have a dirty carb,especially if it sat for a long period of time,have you tried squeezing the primer ball while its running,if it corrects the problem,you likely have a bad fuel pump,or restriction in the line,the parts you will need would be minimal,if you have access to tools,and are handy(or a buddy)with the manual you can rebuild the whole engine,if you take the lower unit apart be sure to check the clutch dog for wear,it will look rounded(check back at that point)you will also want to spring for a new impeller
