What are my carb options?

Ok so I am putting my boat back together and noticed the carb has welded itself shut. Kinda hard to explain but that thing will not open for anything. Soaked it in PB blaster or 48 hours and it did nothing. So I just want to get a new carb. Based off the carb number I believe I have, the lowest price I have found one or is 534.00

I don't know anything about carbs so I am hopping someone can assist me in getting a good carb for my money. Would I be best off to just get a new oem one for the 534.00? Should I get a performance one? is there a cheap option that will bolt right on?

I have a 98 merc with a 4.3. Serial number is 0L022226. I believe the carb part number is- 3310-807764A1 but I am not 100% sure on that. Its a 2 barrel carb

What I am finding is I can go with Edelbrock
1409 600cfm carb
1485 marine kit
2114 intake manifold

Total 600-700 bucks

Not 100% sure if this will work for me or not and is there a cheaper option out there? Like I said oem is only like 100 bucks less so it would be better for me to upgrade but if there is a 2-300 option out there I would be more interested in that.
