what are my possible issues

1985 mercury 75hp 4 cyl...2 carbs

Trying to get my boat running
It wont spark and turn over
I have compression....all 4 spark plugs working....fuel....
But I have noticed that throttle lever and the spark advance lever do not move at all when I try to start
the carbs dont move open or closed because of this
what could be the problem?

IS THE MOTOR TILLER OR REMOTE CONTROLLED, could be bad cable or linkage.

No spark could be: (A) defective mercury tilt switch (B) bad stator (C) bad switchbox (D) remote kill switch activated....

how much compression does it have? when you say "it has fuel" do you mean that there is fuel going to the carbs or do you mean that you know for a fact that fuel is getting to the cylinders? I ask because if you have spark, air, fuel..... you should have a bang even if weak. Will the spark jump a 3/8" gap with a nice blue color? have you tried squirting a tad bit of fuel down carbs? could you have possibly sheared key on flywheel.....thereby being so out of time that it will not start?
just ideas... please listen to others before me.

We have to use the right words to understand each other correctly.

Do you mean that the motor will crank and has spark on all plugs, but will not fire and start?

Are you raising the fast idle lever or throttle control and the throttle/timing levers do not move?

Shift into gear and open the throttle WOT, if the throttle/timing levers do not move the cable or control is broken and needs inspection/replacement. A fast idle lever only moves the throttle a small amount and you will have to watch closely to see the movement.

it was my harness wire that ran to coil 1 and 2
just incase someone else runs into this problem
