What causes the BEARING HOUSING SEAL assembly to fit loose

What causes the BEARING HOUSING SEAL assembly (part #24) to fit loose.
It moves slightly left & right after tightening the two bolts.

1994 175 HP Evinrude E175GLERA

Did you ever get an answer? I'm fixing mine right now! Defective manufacturer assembly is the main reason I'd suspect.

One guy suggested to use a round shim?? I took a center punch and punched all around the loose area. This is working for now but it not a permanent solutions for sure.
