You can pressure test your gearcase with anything that will supply, hold, and monitor 12-15 psi to your gearcase. Basically, you need to supply pressure to the gearcase (an air source), control and isolate the pressure to the gearcase (a valve and/or a regulator), and a way to monitor the pressure (a gauge). You can spend the bucks on a purpose-designed pressure tester, but you may be able to rig up an adequate tester from what you already have in your shop. I've seen them made from coolant pressure testers, vacuum pumps, even bicycle pumps. I use a low pressure regulator, fitted with a control valve and the correct fitting for the gearcase drain, connected directly to my air compressor.
