what do/should trim rods contact on a 78 70hp?

I'm working on installing power tilt on a 70hp 78 Stinger. I removed the manual tilt stuff and am left with a couple of bolt holes which the trim rods hit. I've included a pic of one. What needs to go back into these holes? Do I just put the bolts back in? I figured that the trim rods should contact something a little softer than bolt heads.

Stainless steel "Thrust Pads" go there with Nuts to hold them. Parts 0321499 and 0315077.
