I Can Stick My Hand Up Threw The Bottom Of Cover Right Into The Engine Compartment.

"air filters" are really not used on the water. Mostly screens were used or just silencer boxes to quiet things down.

Get the manual.....
Post the engine questions in the Johnson & Evinrude repair section.....
If you want to repaint the outboard and need decals .... that's Restoration

Don't laugh. I had a Homelite chain saw once and operated it with and without a flat plate with a bunch of round holes punched in it.....like your screen; supposed to be a muffler; or what was left of one.

You wouldn't believe how much noise reduction I got by putting the screen on and breaking the sound wave up into little pieces. I was totally amazed.

They work.
