What does a 1/4" shackle mean?

When I'm looking for anchor shackles, what exactly does "1/4" shackle mean?

Does this refer to the opening at the mouth? The width of the 'link'? Or...?

I think it means the pin is 1/4" diameter

Be sure to measure the shackle, do not rely on info that is molded/stamped into the shackle. Two years ago I went to my local hardware store (not one of the big box) and bought new shackles for my mooring ground tackle. I bought four shackles clearly marked 1/2". I got them home and discovered as I started to assemble things that the new '1/2"' shackles were definitely smaller than the older ones. So out came my trusty Stanley Powerlock and sure enough the new '1/2"' shackles were only 3/8" diameter. I guess Asian rulers are smaller than US ones. Seriously, these aren't like 2x4's, a 1/2" shackle is 1/2"!
