What does this do?

So this think was not connected when I looked into my engine compartment once I got the boat in the garage. I knew it obviously needs to slip back in and be connected, but I am wondering what problems it was causing when I used the boat. I have issues with dieseling, but I doubt this has anything to do with that. I also don't ever seem to get to the speed I would think.

This is a 4.3 merc in a 2005 Crownline

Dieseling on the 4.3l seems more common than on other engines. Make sure your idle is not too high. Before you shut it off let it idle for a couple minutes to cool it down.

if I idle for a few minutes its fine - I need to get my tach fixed to see about the idle. Its on my list of things to work on this winter.

Blew right past the other questions: Need to get a hand held tach or get yours working and let us know what your WOT is. If your not reaching maximum it could be many things. Prop, timing, gas flow, spark, and a few others

Go to the adults only thread at the top and under mercruiser info you can find a factory manual for your engine. There will be a wiring diagram to help figure out the tack.
