What does this thing do?

This is on my 1985 sea ray OMC 5.7L

I know the mechanism moves when I move the throttle lever. Is there a certain adjustment that is should have? Also what are the 2 switches that the arrows are poing to.

The switch on your right is the ignition interupter, aid in smoother shifting biy cutting igntion power. The seitches on the left disable the ignition interrupter when you are in full forward or full reverse so you can advance throttle without stalling due to ignition interuption.
