Sounds about right to me on the hose.I wouln't adjust it until it was in the water. My tune up guide says 700 in neutral and 570 in gear +-25 rpms in the water.

All adjustments are to be made in the water with adaquate backpressure on the exhaust. Generally speaking and depending on the size of the boat I have gotten away with about 100-125 rpms above specififed rpm.
