Ok obviously a new boater. My engine has three positions. Up all the way Im guessing for tow, Half way down as long as this lever is down, and all the way down.

What is the purpose of this mid down position?

It is a support for when trailering your boat. It takes the load off the hydralics.

Oh I see, so when I launch I should put the engine all the way up then pull the support up and when i get in the water put the engine back down?

That position on my small outboard indicates "shallow drive" for running in shallow water.
