What is the deal with this? Answers requested....

Ok so im close to getting my glastron gt 150 on the water again, but when I was rinsing it off today this crap kept peeling off, I guess 1. What is this stuff 2. Why is some of the deck "textured" feeling and some is not, it seems like the textured stuff is in patterns that arent random, if its some kind of sealer peeling off then fine, but how can I resurface and/or repaint or is this some kind of random thing? I dont know, im refering it to you experts but please let me know... Ugh... Ok it wont let me upload the pics for some reason, the top coat is peeling off like in plastic pieces but certain squared off pieces are rough when the others I see are completely smooth, I guess I gotta figure out whats wrong with the pics.... Ill try to post asap.... Aorry... Still any guesses would be helpful... Hmmm

Those arent the appropiate pics, but since theyre there, has anyone else seen the "magflash cd" sticker before I sure havent... Ugh, sorry about this, im trying to figure it out.... :/
