what is the nipple on the top of carbs for?

I have a 1990 evinrude 90 horse motor(vro2 model). I am confused about what these hoses purpose serves? I think it was attached to a fuel pump but I'm not sure. There is 2 carbs and they both have a small hose attached to the top. Is this an over flow or what? I'm trying to get this thing fixed as my repair guy was recently sent the pin for ripping off people like me, but am trying to figure this bad boy out first. The parts explosion didnt have a name or connection to it.

Are they attached to the primer solenoid, has a red lever on it? If so they are the primer hoses that supply fuel from the primer solenoid the the rear of the carb for cold starts.

Yes, that's it. How does this connect to the the primer solenoid? As I recall there was 2 different pieces, one that had the hoses attached to it (that I broke off) and then the separate round piece with the red lever on it. Thanks again.
