What is the part I am missing?

I just picked up my Inlaws old boat with a Mercury 500. Can you tell me what this part is that I am missing. Is it something that needs replaced?

Just a plastic plug to cover bolt access to torque tab....it will be fine to use till you get one.

Are you talking about this hole? It is missing on about 99.9999999999% of Mercs. It's just a plastic plug that covers the hole for accessing the anode bolt. Not needed.
