What is the wire/hose that connects just above the front of the anti cavitation plate

I just bought a 1995 90HP mercury and I'm trying to figure out what the black hose/wire is that connects to the front of the motor, just above the anti-cavitation plate. It is on a small 90 degree port which looks to be threaded. Mine is half broken off and I need to know what that is.

Any help would be greatly appreciated.

Possibly your speedo pitot? Does it run to your guage?
