It looks like a rubber foot from an appliance or furniture. I think I'd check the Lowe's hardware section.

Hardware store or HD for me it's closer. Prime-Line Snap-In Type Black Rubber Sliding Door Bumper, 3/4 in. x 9/16 in. O.D. x 5/8 in. O.D.-D 1700 at The Home Depot

Lots of electronics equipment, microwaves, etc. uses such for feet. Just go spend an hour or so at a thrift store. They are fastened with a screw. But use a self tapping stainless screw for your boat..
Lowes or most hardware stores should carry them for less than a dollar.
Suggestion: after fastening, fill it with silicon rubber to keep the water out.
