What is this component in my 40hp 40RL71G

When I took the power head off the leg I saw this clip sitting in front of the crank circlip.

Does any body know what this part is for? It looks like some rubber has perished off it?

Is there a seal missing from the crank in the pic below? This is how I found it.

I can't see it fellers. The crank diagram components look round and this one is a bit skew wiff!

Got any ideas?

This is the closest parts diagram I had. It's from a 1967 J40. everything looks round to me also.

If you look at the bottom photo (above) that is how it presented itself plus that funny component after the block was removed from the leg.

I get the feeling there is a seal missing that protects that immediate area from water and crap. Can anyone confirm if it does or does not require a seal?

Look at samo's picture. Everything from #21 downward are the individual components that make up the seal. Yes, it is vitally important in keeping water out of the crankcase. It's a good thing you found it, if it isn't already too late. Those roller bearings in there don't like water.
