What is this plastic tube for

On the lower end and at the back of my 1982 80 hp thunderbolt there is a small black plastic tube coming out of the lower end. It is caped and closed off with a cap that looks like it got barbs on the end. 2nd question, also out of the lower end there is a shaft coming out that is attached to the locking mechanism that lock the motor in the down position. How does this work, how do I get the motor in the up position without pulling the pin out.

That connection at the front of the lower unit is for a speedo. The front of the lower unit has small pitot hole for the pick up.

The locking mechanism is to stop the engine kicking up when you select reverse and give it some throttle. It also locks in neutral to stop the engine kicking up as you pull the starter cord (if you have manual start). Put the engine in forward gear, then you'll be able to lift it without the locking mechanism locking.
