The choke on that should be on the key, you push the key in and it activates the choke but it is only on if the key is pushed in so you may need to hold it for just a second.
DO you have a 1 or 2 lever control(throttle), if it si a single handle there should be a button at the center bottom of the throttle handle which is the neutral lock out, push the button and move the throttle forward about 1/4, this open the throttle a bit and advances the timing, then hit the key and tap the choke, after it fires and starts running tou may need to tap the choke several times to keep it going also adjut the handle back to limit your rpms, you only want 1500 is with no load.
If you have a 2 handle throttle there is a lever you can lift, same as the opther way lift it a bit then the rest of the procedure is the same.
As for the switch the only thing I can think is it is a blower but if you have an outboard you don't need a blower, flip it on and see what it does, people do some odd things to boats so it is hard to say, a blower is all I can think of.
