What is this type of bracket called?

OMC Sea Drive. Wonderful concept, just poorly executed. They came out with them in the mid 80's.

so they arent a good set up? I might have to replace my motor soon and was considering an outboard, with this set up it didnt look like I would have to patch the i/o hole

They had a decent size hole in the transom when installed to route the air intake and controls. If i recall right, one of the benefits of the system was that it was sealed and drew air from inside the boat; so when swamped they would stay running and not damage the engine. The most problematic part of the setup was the trim and steering systems inside the bracket itself, and you still have the parts availability issue with many parts being NLA. How does the system work now?

The Sea-Drive was a short lived idea by OMC to answer the demands for a full transom boat...and still use outboard power. This was during a time when the Outboard Brackets were pretty new to the market. The Sea-Drive was just a normal (V-4 & Later V-6) outboard motor mounted on its own bracket. I had one mounted on the back of a 19' SportCraft CC boat. I think it was labeled something like a 1.4Ltr which turned out to be a normal bubble back V-4 JohnnyRude. It ran like a normal V-4 OMC motor, except it was HEAVY and made the boat sluggish.

When you needed to repower....forget it. The entire unit HAD to be replaced. When OMC took a dump, repair parts became very very hard to find. Motor parts were identical to their OMC cousins, but the Sea-Drive parts became a beast to find. Down here in Florida, I still see a few of these hanging around...mostly for parts...and it is almost always a SportCraft.
