what is wrong with the motor

i have a 1999 200 hp efi merc<br />im only getting 5200 rpm's and it isnt the prop.<br />that is fine. any other suggestions?????

Could be not opening throttle plate fully, not advancing timing fully.<br /><br />What evidence convinces you it isn't the prop?<br /><br />Could also be dirty hull (drag).

have tryed 9 different props and none really make a difference.<br />just cleaned hull.<br />dont no nothing about throttle plate

WHEN I TRY TO TAKE A PLUG OF OF THE LEFT SIDE OF THE MOTOR I GET A SHOCK BUT THE 3 OTHERS ON THE RIGHT SIDE I CAN WITH OUT A SHOCK.<br />IS THIS NORMAL OR COULD THIS BE THE PROBLEM?
