What kind of outboard motor is this?

Hey my landlord wants my help getting rid of this thing but it has no serial number on it or anything, someone left it in the garage when he bought the place and he has no idea what it is, and I can’t find the serial number or manufacturer

Yeah can’t find one other than on that part and a few other parts that are covered with paint so I assume that’s just for that specific portion of the motor
