What line is this that is broken?

Just got this boat it has an 01 115hp Suzuki 4 stroke on it and it appears this hollow line is broken.. any idea what its for?

The hose is for the speedometer. If you have a speedo, it isn't working. Speedo working or not, the motor will run OK.
