BOAT HAS A 13.25X17 PROP NOW WHAT WOULD BE GOOD PROP ? WITH 1 PERSON AN GEAR ALL I CAN GET IS4-4500 RPMS NOW. PROP LOOKS TO BE STOCK ALUMINUM NOW.

I would make sure the engine is in a good state of tune, compression is up to par, fuel and ignition systems are ok, etc. Make sure carbs are opening all the way. With throttle lever wide open, the roll pin in each carb butterfly shaft should be perfectly vertical. If not, you need a link&sync procedure. The prop seems about right for that boat. I run a 19P on a 75 Merc on a similar size boat (nearly the same gear ratio). You might try raising the engine to see if you can get RPM up. 4500 will kill that engine. The AV plate should be at least flush with the bottom of the boat but better at about 1 inch above. Don't go so high you lose water pressure. If raising the engine doesn't help, you might try a 15P but I think you have other issues.
