What RPM should I shoot for?

I am still trying to get my head around this lugging thing.

My engine (1993 Evinrude 115TLET) is rated for 4500-5500 max RPM.

So when choosing a prop, should I get one that hits 5500 RPM at WOT or is it OK to just be in the range of 4500-5500?

All the prop calculators (iboats, Turning Point, etc.) say I should be using a 19P prop but it is only giving me 4800 RPM at WOT.

Should I drop back to a 17P to get the RPM up closer to 5500?

Keep in mind all 19" props are not created equal. Also, dropping pitch to simply gain rpm with an outboard is always the last resort. Try raising the motor to reduce gearcase drag. Then test your current prop again.

The simple solution to more rpm is a drop in pitch.A 17 should put you at about 5,200.If you have no venting(cavitation) problems you may be able to raise the motor a hole or so for a little more rpm and speed.Do one thing at a time. The turning point prop will allow even more height.

That turning point prop has cupping so it acts a little bigger anyway. I would go with a 17P turning point but also do as the others said, raise the motor a hole to get some more rpm as long as you don't ventilate the prop.

I went from a black max 23p to a turning point 21p and only gained around 200rpm due to prop design. Changing pitch does not always follow the standard formula, all pitches are not created equal.

Keep in mind that the higher your RPMs the more revolutions your prop is making therefore you are not achieving the maximum performance that your engine is capable of. Follow the advice others have given and get as close to the 5500 as you can without going over.
