What should I do for a tune up?

It seems like my outboard (2001 Yamaha 15HP 4 stroke) isn't running as smoothly as it was earlier this season. What do people do when they do a tune up. What kinda of things should I check or replace. I changed the oil and bottom end oil. Should I change the plugs, fuel filter???? I need to do something. Any help would be highly appreciated.

Changing the plugs and fuel filter are cheap and easy so I would do it. Also you may want to run some SeaFoam through it.
