Wind will tend to push that around. Assuming wind and current fishing, recomend a 55lb on the bow (will require you to build a pad). If the motor is going to hit, you are best to set in manual tilt position, regardless of running or not.

If shallow water running is the prime purpose, and not fishing, look into a rockhopper. I am getting one for my 18hp this spring. http://www.rockhoppermotorguard.com/

Selecting the "smallest" motor you can get away with is the wrong logic. Why run a small motor wide open when you can run a larger motor at a lower speed setting and with the digital motors, that saves a considerable amount of juice which adds to run time. 55# is the largest 12V motor you can buy. Anything larger than that requires two batteries in series for 24 volt operation. You will not be happy with anything less than 55# on that boat especially if you have wind to deal with on a regular basis.
