what temp shold my 28 evinrude run at...in a barrel?

i have a 1988 28 spl evinrude, that i picked up a couple weeks ago. i just finished my stand and fired this thing up in a barrel. i let it run for about 8 min or so and it hit 100 degrees once on the block...but then dropped down to 88, on the block 78 on the plate above the thermostat...im curious can i damage an engine by running it cold...its not running bad, but i think it would idle smoother at a warmer temp!...i measured with a optical laser style thermometer...and its 20-30 degrees outside

I wouldn't worry about it. Those things run pretty cool, even in summertime. And you are running it in ice water? It is a wonder it warms up as much as it does.
