What the heck is this?

I just purchased a boat with a 9.9 mercury 4 stroke 1999 on it. I was replacing some fuel pump seals and saw this part just lying inside the motor cover not attached to anything. Anyone know what it is and if it's important?

How big is it? Can't get any sense of size from the picture.

looks likes a flexible mount for something like a light or something.

If I had to GUESS, I would say it was a plunger out of a solenoid of some sort. The black end would connect to a linkage or lever.

Maybe connected to a choke solenoid?
