O.K. I have a1980 astroglass shallow v, with a 1979 70 hp johnson with 12 3/4 x 21 cupped prop. The boat runs 5900 rpms/32mph at wot. The tilt is in the middle setting hole. If i raise one hole it ventalates and slows down. If i drop one hole it digs the nose and slows down. I started out at 25/26mph at 6800rpms with a 13 1/4 x 17 prop, so it is gettihg better. My question is this should be 40 mph rig shouldnt it?

Do you have power trim and tilt? Evidently not by your post. You are not going to get the potetial out of the boat without it. You will just have to reach a happy medium and be happy with it.<br /><br />With PTT, you set your engine in the bottom hole for maximum hole shot and then raise the trim up after you reach plane, I believe you are probably under propped if you had PTT.
