Surprised you saw that much of a drop with only one inch pitch change. Sure about all those numbers? How you tracking RPM's?

Who is the manufacturer of each of the props?

seems like something else is happening -- the typical change is 200-300 RPM for the pitch change-- assuming the same design and same construction of prop. If you changed materials --- say stainless to aluminum, you have other issues.

Do you have the old prop? and is it in reasonable good condition.
If so -- I suggest having a double cup put on it -- and see how much this brings down the rpm -- (assuming it has not already been cupped) ---
That is a cheap thing to try --- should only be $30-50 at a typical shop -- more maybe if you have the prop reconditioned at the same time -- but still under a hundred.

Both props are brand new ss power tech both or 10 inch checking rpm with tiny tach swapped them back and forth a few times to make sure I was getting same rpms it repeats every time
