A neighbor of mine just sold a 1987 16' Bass Tracker that looked a lot like that boat, his sat in the weeds for years full of trash and mosquitoes for years, the transom was rotted, it had no seats, no motor, and the steering was seized up. He got $1500 cash for it from a passerby who had to have it. Aluminum boats in this area, at least those over 14' long that have papers bring a premium it seems compared to prices I see elsewhere.
If that were mine, unless there was some major issue with the hull, I don't think I'd let it got that cheap, even without a motor or trailer.
In this area I'd expect to pay upwards of $3500 for that. Something as minor as a missing seat or some rotten wood would be a non issue to me. A good water tight hull, and a good running motor are the most important items. Go try and buy the components of that package separately and see what they'll cost you.
Those seats though are overkill for that boat though in my opinion. I just sold a similar pair on CL for $350 that were in a 23' glass center console I stripped for parts. If you buy that , lose those heavy seats in favor of something lighter, and the bench seat tops look like OSB, not plywood, so I'd be replacing those as well. OSB don't hold up very well when wet, especially when it looks as old as that stuff does.
