What would cause this?

What would cause my '93 evinrude 90/65 jet to be impossible to start without high idle? Once i get the motor started it runs fine but after i shut it down and fish for maybe a half hour she is hard to start again? Im going to go ahead and de-carb it this weekend and replace plugs.

Any other suggestions?
I would like to re-build the carbs as a last resort only.

probably, clogging low speed jets. also check compression.

Could also be a faulty choke. Setting the high idle may be dumping just enough fuel in that it doesn't need choked.

Sort of makes me think of a friend of mine that invited me to go fishing on his brand new boat with a Jap motor , maiden voyage. He went to start the motor and it cranked and cranked but wouldn't fire. Out of respect for his ego, I stayed quiet, but finally asked if that thing has a choke. No, it must be automatic he sez.

So after much more cranking and still nothing, he was getting very dejected and let down. I offered to try, but he declined the offer.

Eventually, just before he killed the battery, he let me try. I sat down at the helm, lifted the idle lever, pushed the key (aha, it does have a choke) and turned the key and it started in about the first revolution. He almost freaked out when I lifted that lever. Said the dealer told him to NEVER lift that thing. What the heck do you think they put it on there for then, if you aren't supposed to lift it, I asked him.
