What year is this motor?

I jut picked up a 20hp Mercury and I am looking to find out what year it is. Serial # is 1652958
I am seeing if i can exchange the power head from a 1972 long shaft

Its a short shaft. Do you think it would be possible to use the power head off of a 1972 20 hp on the leg and lower unit of this 20 hp?

The 72 is a long shaft and the 64 is a short shaft.
